Tracers are nanite constructs connected to neurons in human brain. Atlanteans were big into nanites as we've seen before (medical nanites on page 445, self-repair nanites on page 489, etc.)
I'll explain tracers in detail a bit later, when the story demands it.
So, Raya's theory is that tracers being tampered with is what keeps tha alarm going and that turning off the device will solve the problem. Is she right? We'll see.
What do we know about the alarm rules so far? Tampering with ancient tech turns it on (page 408), according to Lara. The alarm wakes up the monster on the station, according to Elie (page 411. When the alarm is on, the AI on the station is given emergency access to all systems (page 534) but as soon as it's off, there is not much it can do (page 536).
